The Tamil Nadu government has come out with rules for residential building self-certification. It was launched recently. This scheme is designed to simplify the process of constructing smaller residential buildings.
Plots on approved layouts, layouts covered under the 2017 regularisation scheme, and plots registered by a deed(a deed is a legal document that transfers ownership of a property from one person to another) before October 20, 2016, are eligible for the Tamil Nadu government’s scheme of self-certification of residential buildings in urban areas.
As such buildings will have to be constructed on a plot of up to 2500 square feet or have an area of built-up area of up to 3500 square feet with 2 dwelling units only. They can be located on the ground floor or the ground and one intermediate floor up to a height of seven meters.
Scrutiny fees for self-certified buildings are not required to be paid. However, once other necessary charges/fees are paid, the approved plan and proceeding, QR Code, and Applicant’s E-Signature will be generated online at the new hyperlink instantly and the same facility can be downloaded at any time as per the amendment in the Combined Development and Building Rules, 2019 by the Tamil Nadu government.
The self-certified buildings do not attract charges for infrastructure and amenities. Neither will completion certificates be needed. The permission under the Rules will be valid for at least 5 years and renewable for 3 years. As stipulated by the authorities the fees for the renewal of the permit(s) will in this case have to be met.

Tamil Nadu Government Self Certification Amendment on Lands:
A single window portal (https://onlineppa.tn.gov.in/about-thhub) has been introduced to enable planning permission to be given through self-certification normally.
However, the above scheme will not be implemented in the regions protected by the Coastal Regulation Zone (CRZ) and the Hill Area Conservation Authority (HACA).
In addition to this, the lands that are categorized as agricultural and institutional, other non-urban, special and hazardous, open space and recreational use zonal lands, etc will not be applicable. According to the amendments made by the Tamil Nadu Government.
Orders by Other Government Departments:
The Municipal Administration and Water Supply (MAWS) Department issued an order on July 18, besides the two orders issued by the Housing and Urban Development (HUD) Department the same day.
On July 16, the Rural Development and Panchayat Raj (RD&PR) Department issued an order expanding the scheme’s scope to include villages. The Construction Workers’ Welfare Fund costs are not included in the department’s specified rates for development charges and building plan approval fees; these will be collected separately in the self-certification module.
Tamil Nadu Government Amendment- Mixed Reactions from Industry
A section of Chennai Real estate builders and the opposition party of Tamil Nadu Government have expressed their opinion, that the charges have been doubled up, claiming that in the name of “rationalization of fees for house building plan approvals,” the fees have been increased.
According to a senior official, consolidating fees under various headings was the goal behind amendments made by the Tamil Nadu government for residential building Self-certification.
