Enhanced Security in Land Registration: Fingerprint Scanners Upgraded for Tamil Nadu  

Enhanced Security in Land Registration through fingerprint scanners is being upgraded in the state of Tamil Nadu to provide improved security when land is registered. 

Daily, the 582 sub-registrar offices that fall under the jurisdiction of the state registration department are responsible for the authentication of fifty thousand fingerprints and the registration of fifteen thousand documents across the state for land registration. 

Tamil Nadu Enhances Land Registration Security:

During the process of document registration, the department has been utilizing fingerprint scanners in conjunction with the Aadhaar authentication and eKYC procedures. “If a person purchases a property, his/her fingerprint is registered.” 

The state registration agency has acquired 1.164 advanced level 1 fingerprint scanners to prevent fraudulent land registrations with cloned fingerprints.  

It has implemented safeguards to avert financial theft using the Aadhaar-enabled payment system (AEPS) by illicitly obtaining fingerprints from sale documents.  

 Daily, an average of 15,000 papers are registered and 50,000 fingerprints are verified across the state’s 582 sub-registrar offices under the state registration department.  

The department has employed fingerprint scanners in conjunction with Aadhaar identification and EKYC for document registration. Upon the acquisition of a property, an individual’s fingerprint is recorded. 

When that person comes back years later to report the sale of the same property, the fingerprints will be checked. “Those whose fingerprints are not registered will have their Aadhaar checked,” a top official in the registration department said. 

The Fingerprint machine is provided to all Sub-Registrar offices: 

Level 0 sensors have been used by the department. To make fingerprint-based authentication operations safer, UIDAI made it necessary for all devices in the Aaadhaar identification environment to be L1 (Level 1) compliant and registered for fingerprint authentication.  

“We bought the machines and gave them to all of the sub-registrar offices.” one of the officials said. 

Other states have recorded cases of land registered using cloned fingerprints, he added. “Copy commonly made from many data sources utilizing the fingerprints taken from different materials, usually silicone.

Documents are registered using these then. We have to guard ourselves even if this crime has not been recorded in Tamil Nadu thus far,” he said. 

The registration department has initiated the process of masking fingerprints, Aadhaar, and PAN card data from documents before their transfer to the vendor or customer to prevent the theft of this information.

“This will deter fraudsters from stealing the fingerprints and using them to swindle money through AEPS,” the government representative stated. 

Property consultants emphasize that this is an advantageous course of action. “This will prevent the registration of unclaimed property using forged documents.” S Ramprabhu, chairperson of the CMDA and DTCP committee at the Builders Association of India (BAI),

He stated, “This will safeguard buyers; however, it must be meticulously monitored.”
