Chennai to Introduce Deemed NOCs for Highrise Buildings 

Deemed NOCs will soon be rolled out by CMDA. This indeed is good news for Chennai Developers! it would be possible for them to start constructing high-rise buildings or buildings standing above five floors or eighteen meters tall, as early as possible.

CMDA which implemented online plan permission on May 2022, approves nearly 70 plans every month and more than 70 high-rise building plans every year. 

Deemed NOCs for Highrise

The CMDA officials say the numbers before 2022 were 35 and 60. The approval process has been traditionally very slow taking a time of more than 45 days with approvals for NOCs needed from various stakeholders of other government departments. 

Streaming the Approval Process for NOCs Earlier: 

In the Chennai Metropolitan Area, the process of obtaining No Objection Certificates (NOCs) for both high-rise and non-high-rise buildings, as well as layout and subdivision approvals, involves 21 departments, including state and Union government agencies.

It is important to note that most departments within business organizations are linked with onlineppacmda.tn.gov.in

However, all the high-rise builders required permission from the Tamil Nadu Fire and Rescue Services, Airports Authority of India if it is more than 3.5 meters high or above 10 floors, CMRL if the building is under the alignment of the metro railway, and finally the WRD if the particular building is in proximity with the water bodies.  

Also, a structural stability report is required from PWD and environment clearance if it measures 20,000 sq.m and more. 

New Timelines for Deemed NOCs: 

Under the proposed system, the CMDA has established the following guidelines: The expected timeline for the achievement of the above activities including processing and issuing NOCs is one month.  

The first week would be spent on inspections and records review by the specific department. Following that, the applicants are supposed to furnish all other supporting documents, the latest two weeks after the interview. 

Finally, within 30 days, the NOC has to be given; otherwise, it shall be deemed as given if the department fails to give it on time. The Deemed NOCs will be filed in the plan permission portal web so that there is transparency in the work. Also, it is important to mention that, in addition, the existence of random checks makes the guarantee needed possible.

Most of Chennai’s real estate leaders have welcomed this move. The Vice President of CREDAi National South, S. Sridharan, Has praised the initiative as a major relief and breakthrough. He has expressed the opinion if the Deemed NOC’s initiative is implemented effectively, it would majorly accelerate the building construction segment. And the quicker streamlining process can invite investment in Chennai real estate from other cities. 

According to A Mohamed Ali, president of CREDAI Chennai, quoted the same. stressing at the same time that the expeditious approvals would go a long way toward satisfying the increasing demand for housing.
